My impression is that many hosting services use cPanel which provides
the ability to set up Mailman lists or provide Mailing list software in
other ways and even advertise 'mailing lists' as a feature of their
service, but most place severe restrictions on the amount of mail that
can be sent, and few are actually willing to provide any support for
mailing list use.
