I've also recently started to get this, I don't know why. Deactivating
and activating the git port seems to have fixed it, but I didn't remove
the file manually, so maybe some port update did?

I'm assuming the solution for you is to install some port with a newer
perl version as dependency. However, unfortunately this output doesn't
tell us which port that is.

Can you provide the output of

 $> sudo port -vy rev-upgrade

and

 $> port rdependents p5.26-net-ssleay
