#64698: approach to fix Haskell (GHC) for PowerPC: some progress, ghc @7.6.3 builds
for ppc but there is a bug to be fixed

Comment (by barracuda156):
UPD: Spend hours trying to build `ghc` 7.7 with variety of settings, and
could not get past building `Float` in final stage. It always ends with
`internal error: evacuate(static): strange closure type`.
Judging from some seemingly related tickets, this is a bug in compiler
itself, so may not be fixable:
https://gitlab.haskell.org/ghc/ghc/-/issues/9268
https://git-
annex.branchable.com/bugs/internal_error__58___evacuate__58___strange_closure_type/
I will skip 7.7–7.8 and try building 7.10, where the bug might have been
fixed (of course, ppc case is unknown).
