An Icelandic keyboard layout seems to be available:

    /etc/X11/xkb/symbols/is

You should be able to select it by entering "XkbLayout" "is"
into the "InputDevice" section of /etc/X11/XF86Config, like this:

    Section "InputDevice"
       [...]
       Option        "XkbKeyCodes"   "xfree86"
       Option        "XkbLayout"     "is"
       Option        "XkbModel"      "pc104"
       Option        "XkbRules"      "xfree86"
       Option        "XkbVariant"    "nodeadkeys"
       [...]
    EndSection

For "XkbVariant" you can use 

    "XkbVariant" "nodeadkeys"

or

    "XkbVariant" "sundeadkeys"

or omit this line completely. I don't know which one works best,
just try it.

If you are using KDE, you can also choose the keyboard-layout
in the KDE Control Center.

You can also set it from the commandline using setxkbmap, e.g.

    setxkbmap is

or

    setxkbmap is nodeadkeys
