You can do this by using the LyX-Function "command-sequence". Your
specific problem could be realised as:
bind "yourKey" "command-sequence ert insert; self-insert
\newline;char-forward;"
if you don't want your cursor out of the ERT-Box afterwards, you have to
omit the appended "char-forward;"
