You should bind the key that you want to the command "dialog-toggle toc".
In LyX1.6, Tools->Preferences->Editing->Shortcuts, find the
"dialog-toggle" command in the "Cursor, Mouse, and Editing functions"
section, press Modify, add " toc" to the function, set a shortcut.
