I don't reproduce this.  For me, C-Enter in a math inset breaks the line 
at the cursor location and shifts anything right of the cursor down.  So 
if the cursosr is at the end of the formula in a single-line math inset, 
or at the end of a row in a multiline formula, an empty line is inserted 
below the cursor but anything left of the cursor stays put.
