Perhaps the problem is that you use both hyperref and cite, which both
redifine the latex cite command.
You might try to use natbib instead of cite (but I'm not sure how well
natbib works if you don't use bibtex):

\usepackage[sort,numbers]{natbib}
\bibpunct{[}{]}{,}{n}{}{,}
