i wonder whether this couldn't be achived even in compile-time
if we use #define LYX_FORMAT(_TEX2LYX) instead of int const on
both places and than some
#if (LYX_FORMAT > LYX_FORMAT_TEX2LYX)
This is not compilable. Fix tex2lyx first!
