ahhh sorry, i didnt read carefuly your post. indeed these are not part of the dialog
and i thought it is way to much bloat to put all these things into preferences
dialog. anyway you can manipulate this by ui-toggle lfun.

something like 
\bind "F11" "command-sequence ui-toggle menubar; ui-toggle statusbar; ui-toggle fullscreen;"

could help you.

fortunately, this setting is not going to be saved, so you can exit lyx and
return back. somehow i feel that speinding Esc shortcut to fullscreen-off is
not good idea.
