  lxc-download, lxc-local: preserve xattrs on unpack

Update tar invocation to preserve all xattrs when unpacking the rootfs,
notably retaining security.capability xattrs (e.g. for ping, newuidmap)

Note: bsdtar already preserves xattrs with -p
