Seems this worked as expected, even after reboot since

/proc/fs/lustre/osc/lustre-OST0003-osc-ffff880c7cbc1800/active

after reboot is "0" (while the others are "1"). But in my case it is not 
"propagated" properly since "lctl dl" indicates the OST in question to 
be UP.
