I just try it as follow:
1.server33 mds's ip: 192.168.5.30->192.168.4.30
  server44 oss's ip: 192.168.5.40->192.168.4.40
2.vi /etc/hosts
3. mds:
  #tunefs.lustre --mdt --mgs --erase-params --mgsnode=server33@tcp0
--writeconf  /dev/sda6
   oss:
  #tunefs.lustre --ost --erase-params --mgsnode=server44@tcp0  --writeconf
 /dev/sda6
4.reboot
5.mds:
# mount.lustre /dev/sda6 /mnt/mds/
[root@server33 mnt]# lctl dl
  0 UP mgs MGS MGS 5
  1 UP mgc MGC192.168.4.30@tcp 8af572de-3819-0a1a-0473-a76b7c42fe12 5
  2 UP mdt MDS MDS_uuid 3
  3 UP lov phoebus-mdtlov phoebus-mdtlov_UUID 4
  4 UP mds phoebus-MDT0000 phoebus-MDT0000_UUID 3

oss:
[root@server0104 mnt]# mount.lustre /dev/sda6 /mnt/ost/
mount.lustre: mount /dev/sda6 at /mnt/ost failed: Input/output error
Is the MGS running?

MDS:
tail -f /var/log/messages
Dec 25 12:35:21 server0103 kernel: LustreError: Refusing connection from
