I'd suggest starting with either the 2.4.21 RHEL3 or 2.4.24 UML kernel
series (you don't need the UML part) and working from there.  I suspect
it is very non-trivial, but I don't know how many changes went into
2.4 kernels anymore.  If few changes in the core VFS then it might not
be impossible.
