I copied these directory trees from my server into /tftpboot/lts/ltsroot:
   /usr/lib/kbd/keymaps/i386/qwertz
   /usr/lib/kbd/keymaps/i386/include 
   /usr/X11R6/lib/X11/fonts
   /usr/X11R6/lib/X11/xkb

I took these from the server as the ltsp-trees were only for us-keyboard.
With the lib/kbd/keymaps/i386-tree I also have nationalized keyboard at the
console (runlevel 3).
I am using RedHat 6.0+, + means it's a living system :^)
