When you change user accounts (create new accounts, remove them, change
passwords, etc.) you don't need to do an image rebuild. It doesn't hurt,
but it takes time.

The problem is that some applications save on config files the absolute
path of the directory. In your case, the bluetooth applet has saved the
directory "/home/guest/Downloads", which is not accessable from the
'ltspXYZ' guest accounts.
As Giacomo suggested, the solution is to remove the misbehaving application
from the 'guest' template account.
