You can test openSUSE Li-f-e[1] live LTSP server disk, if that works
your client is configured properly, if that does not then you have to
fix the client to use pxeboot properly. You can also you Li-f-e DVD to
do pxe boot using "Netboot" option at boot menu, it uses gpxe. You can
then start troubleshooting the server if the client boots up fine
using Li-f-e.

"TFTP Open Timeout" usually happens if xinetd is not configured
properly to serve tftpboot and nbdrootd, see if the paths are proper
and services enabled in /etc/xinet.d/.
