what happens when I copy a file 
(e.g.  /opt/ltsp/i386/etc/udev/rules.d/15-ltsp-block.rules to
 /opt/ltsp/i386/etc/udev/rules.d/15-ltsp-block.rules.org), while commenting a 
line in 15-ltsp-block.rules as described at
http://wiki.ltsp.org/twiki/bin/view/Ltsp/LTSP-42-LocalDev#Disabling_local_device_access_fo

It looks the behaviour does not change as udev reads all files in rules.d.  Is 
that assumption correct?  The udev man states:

FILES
       /sbin/udev                           udev program
       /etc/udev/*                          udev config files
