Log4Net won't log in production environment while it works in development environment

We have several SharePoint web apps on the production server with similar setup on \
test, int and dev environments. But the issue is that log4net logs in all \
environments for all SharePoint web apps EXCEPT ONE web app. Couldn't figure out what \
could be the possible reason.
