kill -9, as a general recommendation, is comparable to rm -rf or chmod
777: it might eliminate the immediately visible symptom, but it's just
as likely to create new problems.  And then again, it might not even
eliminate the immediately visible symptom.  One cannot fix the problem
without understanding it; kill -9 is most commonly used when one does
not understand it.

To the OP: that line in /service/httpd/run runs the web server from
publicfile.  It has nothing to do with ftp service; it just happens to
run as a user called "ftp".
