It is controlled by a parameter min_cache_ttl. Granted the compile 
time default for this has been zero since 4.9.x (it was 300 in 
previous releases).

As well as prehistoric BIND caches, paranoid folks can and do change 
the zero default value in current BIND releases to other values to 
prevent various perceived abuses (this was mentioned on bugtraq while 
ago).
