I'm assuming you mean a /28 network (255.255.255.240) on the outside and a 
/27 network (255.255.255.224) on the inside (you're mixing cidr notation 
with the last octet of the netmask in your post...)

What happens if you ping nodes on the inside network, rather than the 
shared BigIP address?  Still no packet loss?  Are you seeing packet loss 
for traffic other than ICMP?  Lots of devices will drop ICMP if they are 
too busy dealing with other "more important" traffic.
