I have configured a linkproof for outbound load-balancing to 2 ISPs.

For this I have configured two NHR and a default route to one of this NHR,
but when the two NHR are active, the traffic is not load-balanced,
everything is sent to the first NHR. If I set a connection limit or I
shutdown this NHR the traffic is balanced to the other NHR.
I don't understand what is happening, the algorithm is set to cyclic, and
the twoNHR are operational.
