That does not work. You need support for scoplib as explained here:
http://wiki.llvm.org/Polyhedral_optimization_framework#Install_Pocc_.28Optional.29

To run pocc I propose to just use

./utils/pollycc -fpluto file.c -d -commands

This will also show you the exact commands used to run pocc.
