Adding a bug for this so I don't forget about it.
_LIBCPP_HAS_NO_MONOTONIC_CLOCK causes build failures in different mutex types.
_LIBCPP_HAS_NOM_MONOTONIC_CLOCK seems to be related to _LIBCPP_HAS_NO_THREADS
and libc++ will build fine if both are defined.
