'make check' does nothing ('true runtest') and producing no output in my LLVM tree if DejaGNU is not 
installed.  This is confusing, because it suggests that the tests were run and succeeded (with no error 
output) when in fact nothing was run.  There should be a warning or error message if DejaGNU is not 
available.
