You are right. The 1394b PHYs implement a strategy that disables
ports if their activation would create a loop. As far as I understand,
physical loops are therefore allowed in pure 1394b nets.

Agreed. This is not only useful if cables are temporarily taken out,
but also when a node in the middle of the network is powered down.
Ports that were disabled before because of loop detection would then
be automatically activated as needed.
