A conversation at ffado-user about an S800 capable audio device
highlighted that libraw1394 does not offer any means to determine which
streaming speeds could be used (short of extensive lowest-level topology
analysis and phy port status queries).

Hence this proposal to expose FW_CDEV_IOC_GET_SPEED in libraw1394.
While implementing this I noticed a few oddities which this patch series
fixes up as well.  The patches have been pushed to the "testing" branch at:

    git://git.kernel.org/pub/scm/libs/ieee1394/libraw1394.git testing
