The last three lines may not be needed.  Make sure you do an
ifconfig eth0 up

Hrm, not sure what is going on here.  Can you try moving to kernel 2.2.14?
I believe that was the one I tested on.  I'll look at the code this evening
to see if I can figure the problem out.

Also, try editing the vlan.h and compiling with DEBUG on, that may give
more information.
