What is the last thing it says on the screen before hanging?
What are the files in /etc/rc.d/rc3.d on either side of S20random?
Networking is set up before random (S10network). However are you sure that
this script has _completed_? It tries to run ifup on every interface in
/etc/sysconfig/network/ifcfg-* so it may be one of these is bad. You can add
'set -v' to the top of /sbin/ifup to see what is happening.
I had a similar problem recently, to do with interface aliases. Everything
was working fine until the next reboot after I had uninstalled linuxconf. It
then went into an infinite loop when configuring the interface; this was
because ifup-aliases uses a different means of determining alias addresses
if linuxconf is not installed (as I discovered after basically going through
all of Red Hat's scripts trying to locate the problem, grr)
In my case, I had a file ifcfg-eth0:0 which said "DEVICE=eth0" instead of
"DEVICE=eth0:0", and fixing this cured the problem.

Another thing to try is booting in single-user mode ("linux single" at the
LILO: prompt) and invoking each of the scripts by hand, one at a time.
