You can find the actual function in

/usr/src/linux/arch/i386/kernel/ioport.c

and the companion header in /usr/include/unistd.h

Here's what's in the header file:

extern int      ioperm  __P ((unsigned long __from,
                        unsigned long __num, int __turn_on));
