I ran into a similar problem a couple of days ago:

1) Check that the com port hasn't been disabled in the BIOS.
2) If you've built this machine from scratch, or have upgraded the 
   system board from the original, then the internal serial cable may 
   well be the wrong type. You will see if this is the case if the DATA 
   light on the modem comes on as soon as you hit 'c' in Kermit.
3) Ensure that you've done the modem configuration (basically this 
   involves making a link between the serial port device file and an
   entry named 'modem' in dev directory:

   eg:

   /dev/cua1    =       com port 2
   /dev/modem   =       link to /dev/cua1

4) While in Kermit, set your modem type, then the line to either:
   /dev/cua1    or
   /dev/modem
   Either will work.

I managed to talk to my modem OK after going through that lot. Still
can't seem to get Hylafax working properly though, but that's another
story....  :-)
