Before this patch
 make tools/perf_install
would fail as it was wrongly trying to check for directory
 $(O)/tools/perf/tools/perf/

As the original patch states, the perf build does not follow the descend
function setup, so it needs invoking it via it's own make rule.
This is also true for the install build target of perf.
