I can't answer either of these questions. I can tell you that one way to start 
the ipsec service would be via running the command "ipsec setup start".

If you're going to be at different addresses in that wireless segment, then 
yes. Also, if you just intend to connect to the "home agent" itself, then you 
wouldn't specify a subnet. If you intend to use this connection to protect 
all your traffic to the rest of the 'net, then you'd want to define the 
subnet as 0.0.0.0/0 (ie, the entire 'net is "behind" the home agent".)
