Ummm. Is this group just for heartbeat development?  I thought it was
for the Linux-HA project as a whole.

There are two mailing lists, linux-ha and linux-ha-dev.  This discussion
more properly does belong on linux-ha rather than -dev which is usually for
more development specific issues.  This discussion is really about concepts
and strategies and the like.  I'll put my follow-ups on linux-ha.
