Hi Takenaka-san,
sorry about this. I have applied a fix to remove apply from
the distribution tar ball which should fix the problem that you are
seeing.

The reason for the change was that it is likely in the future that the
debian package format will natively support the use of quilt to apply
patches. I removed debian/apply as it is not needed if quilt is used.
