Do bugs like 1688 get integrated into the regression tests?

Something like:
a) successful parameter change 
- insert new resource (which is started)
- change resource parameters (which stop/restart)
- stop resource
- check if the new parameters were used on stop

b) parameter change with failed stop
- insert new resource (which is started)
- change resource parameters (on stop fail --> goes unmanaged)
- stop resource
- check if the old parameters are used for stop operation
