Hello, all

I'm trying the improvement of SNMP responce in hbagent...

[SNMP AGENT] Cache values where possible

While using net-snmp's snmp-walk tool to probe heartbeat I encountered
timeouts. It seems that this is caused by hbagent querying the
linux-ha core extensively in order to satisfy each SNMP request.
In order to mitigate this problem it seems sensible for hbagent to cache
infrequently (never) updated values.

This patch implements a "partial" mode for hbagent, which when
in effect will cache values, periodically updating them according
to the supplied refresh period.

Patch by Yoshiyuki Yoshida. Text by Simon Horman.
