I think the problem here is that the owner is not always the right
person.  In this case the bug manifested itself in the CRM but was
caused by IPC changes.  We also just resolved a "CRM bug" that was in
HA initialization code (or something like that).

I think its likely that this sort of scenario (non-crm bugs being
reported as crm bugs) will happen more as people start using the CRM.

Perhaps if just the notification of new bugs is sent to the list
(rather than notification of every change to every bug)?  It is a -dev
list afterall :)
