Found it.

On my system I have beecrypt-3.1.0 installed.  To continue compiling
Heartbeat, I needed to install beecrypt-devel.

I enabled the SNMP subagent in the released RPMs.  But, it's not enabled by 
default, and you don't have to enable it if you don't want to.
