True, but the loops you point out are really difficult to check w/o
redoing the whole PE computation; it's _possible_ that one of the inputs
we are waiting for comes from a resource operation which is _still in
flight_ while we are doing the PE computation, and thus are waiting for
it to complete in this fashion.

No?

And timeouts are indeed a last-level of protection, but still needed.
