fgrep AM_CONFIG_HEADER configure.in
AM_CONFIG_HEADER(linux-ha/config.h include/ha_config.h)
ls linux-ha/config.h include/ha_config.h
4 include/ha_config.h 12 linux-ha/config.h
config.h is your average, normal, run of the mill style config.h file.
ha_config.h is a cut down version that only includes defines
that are needed when the heartbeat libraries and headers
are installed and application developers wish to compile against them.
Your defines are probably not in that category so you only
need to worry about config.h
