time_t (TIME_T) is used when we want to print out the time of day in 
human-readable form.  TIME_T will jump around when the admin changes the 
time of day on a machine.

longclock_t is used for any time we want to measure intervals of time. 
longclock_t is not supposed to jump around as the time of day clock is changed.

There is no obvious way to convert from one unit to the other.
