It depends on what kind of I/O systems they are.

I know of one project where the I/O systems are connected to the CPUs via
ethernet.  If your I/O system can tolerate two masters connected at once,
and you can activate and deactivate the then you can probably get it to
work.

Ideally you'd like to be able to disconnect one and repair it while the
other one goes on.  But, this is more a question of electrical design than
of software design.
