I fully agree.  I've made similar suggestions (for linux-ha
specifically) and had similar difficulty gaining traction.  From a
framework perspective it seems very useful to consider cluster or
service state transitions as events.  This ought to allow many
interpretations of the meaning of the event (as I assume is the
intention of developing a generic framework).
