Christophe Lizzi wrote my privately that he is not currently on the
linux-atm list. He has a fix to this bug and asked me to forward 
a pointer to it. The fix is located at 
 http://cedric.cnam.fr/personne/lizzi/linux/fore200e.html

I just compiled and tried it and now the PCA200E works.
