No, that's not correct. You need at least the proper symlinks in the include
directory. These are set based on the configuration, so you need to have a
configured kernel.

No, this is wrong. You only need a "make config", or preferably a "make
menuconfig". "make dep" generates dependency information for the kernel
compile. You need the target compiler for that step.
