This question is quite offtopic on an ARM Linux list, isn't?

You can use the Dallas DS2156 which is an E1/T1/J1 LIU+Framer with UTOPIA
bus and 8-bit control bus (256 register addresses). It also has two built-in
HDLC controllers with 128 byte fifo each so you may not need the serial bus
at all.

If you ever need TDM bus the DS2155 provides that while being otherwise
compatible with the DS2156.

AFAIK these chips are around USD 30 for low volumes.

You should also check other simpler Dallas PRI chips (there may be ones
without HDLC) and the Zarlink (www.zarlink.com) products.
