It is also the only region that implements the IOCS16 signal to correctly
stear 8-bit accesses onto the right byte lane. Without this signal,
there is little way to predict which byte lane you need to read a byte
at an odd address from.
3c575 network cards are one example where accurate ISA bus emulation is
important.
