Minutes of the 4th Asia Open Source Software (OSS)  Symposium, Taipei

Day One, September 1, 2004.  Participants

*  Dr. Lin Ferng Ching, Chairman of Science and Technology Advisory Group;
    Minister without Portfolio of the Executive Yuan,

*  Mr. Akio Kanaya, Executive Director, Center of the International
    Cooperation for Computerization,

*  Dr. Der Tsai Lee, Director, Institute of Information Science, Academia
    Sinica,

*  Dr. Shuichi Tashiro, Project Leader, Information Services Industry
    Division, Commerce and Information Policy Bureau, Ministry of Economy,
    Trade and Industry.

*  Participants from 18 Asian economics and other participants from Chinese
    Taipei government agencies, enterprises and communities.

The 4th Asia OSS symposium was held on September 1-3, 2004 at Howard Plaza
Hotel, Taipei. The first day began with keynotes and welcome speeches from
distinguished guests listed above. The middle part of day was devoted to the
OSS status reports from the attending economies. The participants then broke
into three working groups to discuss concrete goals and plans of
collaboration on Asian repository, human resource development, and
standards. After diner, the participants formed birds-of-a-feather (BOF)
sessions and discussed collaborations on Asian repository, localization and
business model.

The second day was devoted to presentations from 15 companies, which use
open source software in their products and services. On the third day,
Professor Lawrence Lessig from Stanford University delivered a keynote
speech on free culture. Closed roundtable discussion among the Asia
roundtable members followed the speech. The symposium concluded by drafting
and adopting the Taipei Statement and agreeing on Beijing as the site of the
5th Asian OSS Symposium in March 2005.

Summary of Welcome Addresses and Opening Speeches  Dr. Lin Ferng Ching
welcomed the distinguished guests and participants to the symposium.  In his
speech, Dr. Lin identified the phenomenon of "digital divide," which will
exacerbate the gap among economies. Dr. Lin observed that many Asian
economies are developing estrategies for effective governing; utilizing
Free/Libre Open Source Software (FLOSS) enhances the competence of
economies. Regarding the issues on human resource, Dr. Lin Ferng Ching
stressed that "Taiwan has placed special emphasis on human resources
development, including nationwide development of IT literacy." Academia
Sinica's "Open Source Software Foundry" project aims to support
international open source project development and information exchange. In
conclusion, Dr. Lin Ferng Ching wished every participants success and looked
forward to their recommendations on the symposium.

Following Dr. Lin Ferng Ching's address was Mr. Akio Kanaya's welcome
speech. Mr. Akio Kanaya briefly introduced CICC's main roles, functions,
history and missions. Mr. Kanaya then talked about the history, missions and
significances of Asia OSS Symposia. In conclusion, Mr. Kanaya hoped that the
three-day symposium not only could foster Asian OSS cooperation, but also
further improve international cooperation of OSS.

Following Mr. Akio Kanaya's speech, Dr. Der Tsai Lee briefly introduced
Academia Sinica and its Institute of Information Science. Dr. Lee described
"the role of Taiwan's Industrial Development Bureau in supporting OSS
industry." In closing, Dr. Lee hoped that during this symposium, the
participants would seek the right questions for the development of OSS.

After Dr. Der Tsai Lee, Dr. Shuichi Tashiro briefly talked about Open Source
Software, the value of OSS and the contribution of Asia Open Source Software
(OSS) Symposium. Dr.  Tashiro further identified the expected achievements
of Asia OSS Symposium: They are information exchange, open discussion and
cooperation among Asian economies. To conclude, Dr. Tashiro hoped that after
the symposium, all participating economies would be ready to make plans, to
build consensus, and to converge the resources in Asia.

Summary of Economy Reports  The following is a summary of Day One's Economy
Reports in the order as they were actually presented at the symposium.

Bangladesh (Mr. Muhammad Rahman): Mr. Rahman presented an overview of OSS in
Bangladesh. Mr. Rahman then introduced the status of OSS in six dimensions,
including government, business institutions, academia, ISPs, and software
companies in Bangladesh.  Mr. Rahman's presentation also covered an overview
of Bangladesh's economy and its need for OSS. In addition, Mr. Rahman
mentioned the constraints and the bottlenecks in the use of open source
technologies in Bangladesh and the steps taken to remove those bottlenecks.

Cambodia (Mr. Noy Shoung): Mr. Shoung presented Cambodian Government's ICT
policy, Cambodia's challenges, difficulties in adopting OSS, and the
solutions to those difficulties in the short, medium and long run. Mr.
Shoung briefly summarized open source activities in Cambodia as well.

China (Mr. Alex Banh): OSS plays a significant role in the Chinese software
industry. Mr.  Banh presented China's OSS development in the past, present
and future. The past development focused on the popularization of OSS
concepts; the present development focuses on fostering international
cooperation; and the future development stresses the importance of OSS
standardization, education and training. Lastly, Mr. Banh described the
current market trends of OSS industry in China.

Hong Kong, China (Prof. Lionel Ni): Professor Lionel Ni introduced Hong Kong
Government's Digital 21 Strategy, such as promoting a vibrant, competitive
and innovation driven IT industry, bridging the "digital divide," and
providing supporting infrastructure, environment and programs. He then
presented the adoption of open standard in Hong Kong and government
procurement policy on software products.

Indonesia (Mr. Yohanes Nugroho): Indonesian Government has been supporting
its IT development, especially OSS. However, the community is not being
actively involved. For this reason, Indonesian Government currently is
working on bridging the gap between government agencies and the openness of
OSS community to get the OSS community and industries involved.

Japan (Mr. Kazuo Hiyane): Japanese Government continues to support OSS
projects. A survey of Linux/OSS penetration in Japan is conducted. OSS
related businesses are classified according to different types, including
Linux distributors, system integrators and education.  Mr. Kazuo Hiyane also
presented statistics on Linux/OSS engineers demand by Japanese IT industry.
The statistics shows that in Japan, the number of companies ready to use
Linux is increasing.

Korea (Mr. Kwon Soon Son): Mr. Kwon's report stressed international
cooperation among Asian open source communities. Mr. Kwon first explained
why Asian open source communities should cooperate, and what they can share.
Then Mr. Kwon introduced Korea's experience on OSS cooperation. Finally, Mr.
Kwon presented a proposal on cooperation to Asian open source communities
and the expected response to this proposal.

Malaysia (Mr. Mohd Redzuan Affandi Abdul Rahim): Mr. Mohd Redzuan Affandi
Abdul Rahim briefly talked about the progress Malaysia has made since the
Hanoi meeting in March 2004. Open source has received attention from all
Malaysian public, private sectors, communities and media. He then focused on
Malaysian experience in the development of a national open source policy. He
explained why Malaysia needs a national open source policy now, introduced
parties involved in the development of this policy and the goals this policy
expected to achieve.

Myanmar (Mr. U Thein Oo): No specific official policy and strategy on OSS
existed in Myanmar so far. OSS awareness is limited. However, not only have
universities started to teach OSS courses, but some private training schools
now also give OSS training. Besides, 90 % of the servers in all ISPs are
OSS. Mr. U Thein Oo concluded that Myanmar needs to improve cooperation with
the OSS community.

Nepal (Mr. Prashant Lal Shrestha): Mr. Prashant Lal Shrestha's presentation
is on Nepal's IT, telecommunication, and Internet infrastructure. He
introduced the advantages of OSS; the demands for OSS, and the OSS movement,
policy, and open source programs in Nepal.

The Philippines (Dr. Delfin Jay Ix Sabido): Although specific policies are
absent in the Philippines and it is still left up to the individual
government agencies whether to use OSS, e-government projects and ASTI
projects are proceeding. Dr. Sabido also mentioned the Philippine Open
Source Conference 2004. Through this event, all participating Philippine
companies and enterprises discovered, interacted, and learned about open
source technology, systems and services.

Singapore (Mr. Kin Chew Lim): Use of OSS in Singapore is still slow but OSS
is gaining some momentum. More and more people are aware of the alternative.
In Singapore, companies and organizations are concerned about the cost of
maintenance as the pool of trained and experienced Linux engineers is small.
Market forces will determine whether OSS will become more popular in
Singapore.

Sri Lanka (Dr. Aruma Ruvan Weerasinghe): In Sri Lanka, only non-significant
industries adopted OSS; yet, Sri Lanka's universities are the exception.

Cpsed is a Linux OpenGL 3d scene editor.
The scene file format is pure ASCII with comma separated values.
This is the changelog for release 0.3:

Increased camera zoom factor when using mouse wheel.
Camera can now be moved with mouse to ease the positioning of models into the 
scene. 
Fixed a bug on inserting the models after deleting one or some of them. 
Bug fixed when two or more same models are into the scene: when deleting one 
model while an equal one is still into the scene, the textures also were 
wrongly deleted.
